Go look at Man U and Liverpool and see who many players come from their youth academies. Players all have a ceiling and no coach can change that. Good coaches get players to their max and blend personalities, but they have nothing to do with the talent a player posses.
This doesn't mean that they don't develop. They do a very good job of development. The issue is that there are good players everywhere and at younger ages most families want to play more locally. As players age, many factors contribute to their development. Clubs have to attract the players with the best ability to get on the field, AND to the field.
