Going against DA rules, like having the required # of practices or drugs, that's not personal and rules are more of a suggestion to them. Same with any actual player development and committing to a player for a full season. As long as USSF does nothing the Revs will continue to abuse the system. They get away with it because they're MLS, no other reason.
