It's about talent not so much development. Whichever club is sharp enough to recruit the best talent wins in the long run..and Bolts, Seacoast and Revs all win in this regard. All three clubs place players regularly in good D1 schools.

The Revs count on moms AND dads to be clueless, its how they get anyone to play there. Once they get a clue, they move on. The really smart ones don't let the Revs anywhere near their kids.
