If they did that, they would get their clocks cleaned and if that happened, they’d be fired. The NS isn’t stupid. They’re in self preservation mode. The end result is a proposal to work with the ECNL. The question is whether the ECNL would even listen after the USSF told them thanks but no thanks to working together before they started GDA.
