A team from Pacific FC that wanted to play in the RCL could a) move to Washington Timbers with the permission of Pacific FC or b) ask WashT to sponsor their entry into the league as an "affiliated" team. Not sure either of these options are very likely to happen.

In the SW Washington Association that is Washington Timbers, although they are now a non-voting affiliate member as they place very few (<6) teams in the RCL each year.
