The statements and claims of truth run rampant here. I work for a hs athletic dept for a top 5a school, and can say with certainty that the AD does meet with other AD's, and does request where his/her team is placed. They get to choose whether they feel their team can handle tough bracketing, medium, low, etc. Some is based on pure league, and you still see teams playing very unbalanced league games. Out of league games are a coach's pick, the AD then submits the picks, and you usually get some of your requests.
The AD's all meet so no one requests low teams just to win, they do look at past records, graduating or lost playets, etc. The better, higher teams you play, the better your score and placements later in season.
Many schools, Sherwood for one, requested a tough schedule and asked to play any 6a team that they could. Some 6a schools declined them. Sunset was one who did not, so they were matched up.
It is pretty easy to tell who will remain strong or not based on what players remain, last years record, etc. Never 100%, but works well.

Injuries
Something I haven't seen addressed much on here is injuries in high school soccer and how much more I think it affects wins and losses than in club soccer.
I am not saying that players don't get hurt in club soccer, but it seems to me that there often is a bigger drop off in talent between the first 11 and the rest of the roster in high school than club soceer. If your HS team suffers 2-3 injuries to starters, because high school has such a short season, it can take a contender right out of the running.
High school soccer = significant mismatches in size and talent between players, often substandard fields that can lead to injuries, over eager high school coaches that rush to condition too much during the 2 weeks before school starts, and refereeing that is not quite as good as in club soccer. I think all these things often lead to more injuries than you might see in a club season.

Tualatin girls 2-0 over Jesuit. Sloppy first half but Tualatin took over the second. Jesuit had some good looks at goal. Keepers on both ends made some great saves. Tualatin was too fast for their defense.

Jesuit is off to a slow start this year by their standards. Three starters haven't played a minute this season because of injuries- last night they were also without their standout center defender due to illness and lost another starting defender to injury during the game. If they can get healthy they'll still contend. if not, this may be a long season for them.

Jesuit did have 3 shots that required a big save from the goalkeeper and one where the ball was cleared almost off the line. Jesuit defensive line looks to be a patchwork of Jayvee players right now. Only recognized one last night from the past two years.
Between the two teams there are at least 10-12 legitimate D-1 players (when they are healthy!). I counted 7 players from the OSSA U17 team alone out there.
