Nothing about the LASC bylaws says anything about "Hispanic" or "Latino", and 3.1.3 says "3.1.3. LASC and its Member Clubs will not discriminate against any individual on the basis of race, color, religion, age, sex, or national origin". LASC might be geared towards the Latino community in practice, but they are not exclusively so.
Now, SCA cannot use LASC to secure OYSA membership, but that's OYSA's rule, not LASC's.

Reference had nothing to do with “Hispanic” but was pointing out “Member clubs” are ‘bound by the bylaws, procedures and rules of Oregon Youth Soccer and Lasc, and which shall be admitted to membership in accordance with the bylaws of Lasc”.
So Yes SCA cannot run teams through LASC like Oregon United will be. The question is the LASC rec league now sanctioned by oysa and if so can for-profits enter teams?

They don't impose qualifications on leagues/tournaments run by OYSA members, many of which no issues with admitting US Club teams, or even unregistered ones.

I noticed a few of the teams that traditionally play under IFC will be playing under 'NWUSA' this fall. Does anyone know anything about NWUSA? the teams show up here and there in wegotsoccer but cant find reference to the OYSA member club.

Of course, if someone wanted to start a league and skirt OYSA regs, they simply could call it a "tournament", one that runs for twelve weekends in a row.

I don't think Gaff makes all that much; and regardless at least he and Enquist can complete league applications properly, manage fields, and administer large programs. First is a low bar, but something that is loss on the SCA dudes.
