Not sure how they could be an LASC member club and play in an LASC Hispanic league given article 3

            What are you talking about?

Nothing about the LASC bylaws says anything about "Hispanic" or "Latino", and 3.1.3 says "3.1.3. LASC and its Member Clubs will not discriminate against any individual on the basis of race, color, religion, age, sex, or national origin". LASC might be geared towards the Latino community in practice, but they are not exclusively so.

Now, SCA cannot use LASC to secure OYSA membership, but that's OYSA's rule, not LASC's.

Reference had nothing to do with “Hispanic” but was pointing out “Member clubs” are ‘bound by the bylaws, procedures and rules of Oregon Youth Soccer and Lasc, and which shall be admitted to membership in accordance with the bylaws of Lasc”.
So Yes SCA cannot run teams through LASC like Oregon United will be. The question is the LASC rec league now sanctioned by oysa and if so can for-profits enter teams?

OYSA imposes qualifications on who may register with it, and who may participate in TTL leagues, State Cup, etc.

They don't impose qualifications on leagues/tournaments run by OYSA members, many of which no issues with admitting US Club teams, or even unregistered ones.

                  From league application: https://oysa.wufoo.com/forms/k1s8ks5w1l3abm5/

                  "Verifying Registration with OYSA

Leagues sanctioned by OYSA are open only to participants who are registered with OYSA or another US Youth Soccer State Association, such as Washington Youth Soccer."

I noticed a few of the teams that traditionally play under IFC will be playing under 'NWUSA' this fall. Does anyone know anything about NWUSA? the teams show up here and there in wegotsoccer but cant find reference to the OYSA member club.

I'm sure that Inspector Clouseau is on the case, and any attempt by a certain soccer club to arrange for their members to--gasp--play soccer will be swiftly dealt with.

Of course, if someone wanted to start a league and skirt OYSA regs, they simply could call it a "tournament", one that runs for twelve weekends in a row.

Not a parent even remotely involved but why is oysa or whoever so hell bent on denying a few teams from playing? Wouldn’t more competition make oysa league stronger? In a time when da/gda/ecnl/wys have all made oysa league severely weakened, doesn’t it make more sense to include as many teams as possible? Especially good teams?

Maybe...but then maybe it's a "where does it end." And then: What is the point and purpose of OYSA TTL?

It's like clubs now charging $ to park for TTL games. Is admission next?

Maybe they just feel this is where they decided to draw the line.

FWIW I support the idea of competition and maybe even SCA. What is the practical difference of a for profit vs. a non profit that has outrageous fees and salaries?

Kinda seems none of its "for the kidz."

Not sure I disagree with much of your post, except the last part - Outrageous fees? Eastside and PCU are both materially less expensive then SCA.

I don't think Gaff makes all that much; and regardless at least he and Enquist can complete league applications properly, manage fields, and administer large programs. First is a low bar, but something that is loss on the SCA dudes.
