By not formulating a program and announcing it for the parents and players to evaluate is NOT supporting youth soccer. Further by not declaring one way or another they are stringing parents and players along who have "bought" the concept of a $500 Academy compared to a $6 - 8,500 ECNL team.
So we get that you think it's fine and dandy for the for profit organization to make any choice that they see fit but there are costs to that decision both to the organization and the potential consumers and when the costs to the players are known as opportunity costs.
The costs to the organization are Brand ID costs and over time erode even favorable reputations like the Timbers have today.
Lastly your opinion in TS is uniquely ONE compared to the four or five others who patiently try to reason with you.

Oh and BTW...I dont think (and neither do most here) that the Timbers/Thorns give a rats behind that you are patiently waiting for an official announcement.
