Remember in the past ***C teams would play in a non OPL league in spring (just like they are doing this year) so they could qualify for state cup. however, they still did NWCL. Its because NWCL starts before OPL starts, so its not based on what league you are playing in teh same year. Its based on if you qualified the year before. For example if the U11 teams this year that qualified during the Beaverton cup chose to play OYSA this year they still would have been allowed in NWCL.

My guess is it will change based on which group the WA clubs on the advisory board like most TA or OPL since there are two reps from OPL THUSC and FC and two from TA Westside Timbers and ***C.

"The Northwest Champions League (“NWCL”) is administered by Vision Sports Marketing, Inc.
The NWCL is a US Club Soccer sanctioned league and a member of the United States Soccer
Federation (“USSF”)."
OYSA is a member of USSF, and so is a supported league by NWCL. However, because all the clubs with OPL the NWCL used the OPL to decide who would be accepted. Now that it is splitting they will find another way. (in my opinion in a year everyone will be together under OYSA anyways since everyone but Crossfire, Thusc, and FC portland have already made it clear they plan to be heading that way).
In the off season NWCL will review how it accepts teams and will change their format because in the end they want the best teams. If they stop getting the best teams their entire league will fall apart.
