FC was doing their part trying to get Bend and RVT relegated so nobody has to drive there next year.

This is true. There is no consistent "C" team. FC doesn't let their players stagnate for a whole year, they force them to compete (it is competitive soccer, BTW) for roster spots every week. Probably not a good plan for your DD. She'd get pretty demoralized never getting a shot at anything but "C" team bench warmer.

That would be true if there was much upward movement. The reality is that playing down is a form of punishment at FCP. Don't think people don't know about the distinction all culture there. And ultimately it's about accepting all players to make more money.
