They are using a stadium that was already built and now that they want a new stadium built the people are saying no to them. This is no different than here in Orlando except that they are already in the MLS with a good number of fans attending games, and yet they still can't get a new stadium approved.

If all teams are required where are the U15 and U16 boys? Do they not have teams for them or are the parents smart enough to say we are not playing?
