Or is that just grouping based on geography only and each one is equally competitively. Appreciate the clarity - just trying to understand the setup for EDP.
    Geography based

Central Atlantic Premier 1 is the top teams in NJ and NY. The Blue division is the more northern teams of that and the Red is the more southern teams. Premier 2 and 3 and 4 and so on are all a step down each tier.

Mid Atlantic Premier 1 is the top Teams in Eastern Pennsylvania and the southern NJ/West NJ teams that rather compete in those brackets. Premier 2 and 3 and 4 and so on are all a step down each tier.

South Atlantic Premier 1 is the top teams in Maryland and some Virginia and teams close to that area.

So the best teams might have to travel a bit more to get good games. It does appear that the best teams are placed into the Central, than the rest of the divisions are more based on location.

The real question is what teams leave and what teams stay in EDP? I know a lot of teams are heading to NEAL, but looking at the 2012 top division competition looks a bit weak. There could be better teams to play in EDP next year and everyone just switches around for the MLS Next year. Anyone have a firm idea of where their team will be next year?
Many teams leave EDP soon for 2011 age:

NY Red Bulls North, New York Red Bulls South, New York Red Bulls NY change from 3 teams to 2 teams. They play in the Acela League at u12 and then MLS next at u13.
TSF Academy, Cedar Stars Academy North (Bergen), Cedar Stars Academy Monmouth play in the North East Academy league at u12 and then MLS next at u13.
PDA plays in EDP at u12 and then MLS at u13.
Real JFC plays in the Acela league at u12 and then MLS Next at u13.
PDAs 2nd team, Match Fit Mercer and STA will play in ECNL at u13.
CSA Norths 2nd team, CSA Monmouth's 2nd team, TSF Academy's 2nd team will play in 2nd flight of NEAL at u12 and then in the only flight of NEAL at u13 and above.
PDAs 3rd team will play in NEAL at u13 and above.
Bloomfield is losing players to Red Bull and FA Black next year and the rest of the team will become FA Silver with current FA players.
2010 Futboltech team is in Acela league at u12 now, not sure if that is the same plan for the 2011 teams.
STA and Match fit 2nd teams would play in ECRL at u13 and above.
Also, next year their will be several teams that play 11v11 in 2010 age group 1 year early instead of playing 9v9.

Pretty sure every single club does it. You move around if kids are missing or up and down as needed for proper development.

CSA Bergen played their 3 toughest opponents first and lost all 3. They have 3 games this week and can easily be back to 3-3 by next Sunday.

I saw all those PDA kids play at a RDS camp and they all looked solid. Mainly because they weren’t being belittled by their coach.
