    The ACLU angle is that everything needs to pass the burden of proof with them. Their lawyers will be lining up to sue the traffic enforcement dept. and or the traffic officer as soon as proof of id is in question. The first thing a cop does when pulling a vehicle over is to identify the operator and the owner of the vehicle. That meets the burden of proof that the person behind the wheel is responsible for the infraction. A photo can't give that same level of certainty. Tinted windows, hats, sun glasses, burcas, poor angle, poor lighting and on and on.
    Non moving violations are not treated the same. Lower fines, not surchargable, operator not with vehicle. Can't expect to work the same.

          No I didn't - that occurred pre-technology. The same thing couldn't happen now because my transponder would not have been detected and the image of the driver would have shown that it wasn't me AND it would have shown a mismatch for vehicle make model and color.

          I don't think you are grasping the significance of OCR and digitized imagery. It is impressive and cheap. Part of my job is designing, implementing and working with the application of these systems in a transportation environment. Where I work every vehicle movement within our "campus" is captured, stored and then converted to digitized imagery when some kind of action is needed. We collect revenue, resolve customer service issues, research incidents - the vast majority of which is done via imagery.

              I understand the technology and how impressive it is. I think you underestimate the level to which people will go to avoid being caught. Unless you're suggesting an implant of sorts (like a transponder) surgically inserted in everyone then there will be a lack of proof when placing a person at the scene of the infraction.

                I don't disagree. But, I'm told to push back on the tiny fringe minority all the time.

                For example, I can see there have been 533 police shootings in 2016 (I won't even get into justified, self-defense, black/white, etc.). There are over 2 million police officers, full and/or part-time, that have arresting powers. That's .02%.

                That's a very tiny fringe minority.

                  Stolen car, stolen transponder, tinted windows, phony beard, wig and a hat on driver just ran a red light and caused a school bus to veer off the road and off a cliff. I'm not sure any technology will help to identify the person at fault.
                  Yes, extreme example. It's the criminals that will take these measures to avoid being identified, not the law abiding public.

                  I think a few terrorists were identified in this country by being stopped for traffic violations and being questioned. Another line of defense.

                    Feds....IRS, FBI?
                    State....RMV, State Police, State Colleges?
                    Local....Cops, Tax Assessor, Highway?

                    And in my town we have no parking enforcement. This is simply talking about more spend, more headcount and more govt. bloat.

                        That being said, I commend you for researching and thinking of a plan. Not sure if I agree with it, but it sure beats sitting on your hands and complaining.

                            Beware the man who offers no solutions but only points out problems... I have spent my entire career in government being told about ideas that I had that would never work and would never happen. Yet over and over again I have been an agent of change and innovation. Every business unit I have overseen has grown and become more efficient and profitable. I am retiring on August 1st and leave knowing that I have accomplished much. I have ignored internal and external naysayers and proven them wrong at virtually every turn. Own downfall of efficiency in government is that it is transparent to those on the outside. My very simple philosophy was to analyze a problem, develop a solution, implement it and adjust as needed.
