Where I work every vehicle movement within our "campus" is captured, stored and then converted to digitized imagery when some kind of action is needed. We collect revenue, resolve customer service issues, research incidents - the vast majority of which is done via imagery.

For example, I can see there have been 533 police shootings in 2016 (I won't even get into justified, self-defense, black/white, etc.). There are over 2 million police officers, full and/or part-time, that have arresting powers. That's .02%.

Yes, extreme example. It's the criminals that will take these measures to avoid being identified, not the law abiding public.
I think a few terrorists were identified in this country by being stopped for traffic violations and being questioned. Another line of defense.
