Yes, they are looking to close this going forward. I actually thought they were going to relent, but new leadership has doubled-down on it.

Guaranteed it doesn't happen. The clubs like it because it gives them flexibility. They legit could find someone good halfway through the year or a new stud moves into town. Its up to the clubs to enforce it really. It should be USSF but they aren't checking rosters vs high school soccer stories in the local rag.
