From my experience, somewhat outdated to be truthful, those who came over on scholarship were older. Typically those who flamed out as players in Europe can came over here for the education and latching onto coaching (last guess is just mine).

In theory they can't play collegiate soccer if they played professionally but there doesn't seem to be much enforcement of.that rule. Some D2 rosters are 80% foreign and they're old enoughto have young kids of their own! That isn't very common in D1

Some rosters can be 40% or higher but that is rare and mostly just D2. Overall for men's international players are 15% D1 and almost 22% D2. A typical D1 will have 4-6 international players. Again I've seen higher and hAve seen others with just one. http://scholarshipstats.com/soccer.html

That's the current rate. It's getting higher every year. The coaches don't have enough foreign applicants to meet their needs.
