You might want to review the rules. Also the discussion wasn't so much outside competition but players trying out abroad. There's also rules for college camp participation. The "season is well defined and it says once your team is done in June (playoffs or championships if your team goes that far) your obligations are done. There is nothing that says you cannot do anything during that time. Could clubs forbid it in an effort to pressure kids? Sure. But it's not in the DA rules.

Academy Players must meet all attendance and participation requirements, not just under the Development Academy Requirements but for the individual club, as well, for training and
games for their DA team during the Academy Season. Failure to meet those requirements
should result in removal from the DA team
.
2.
DA Clubs may not permit any Academy Player to participate on a non-DA team during the
Academy Season. The only permissible soccer related reasons to miss Development academy activities is National Team duty and Soccer Training Center participation
“Academy Season” – means the U.S. Soccer Development Academy competition beginning in September and concluding in July including the Academy League, Academy Playoffs and Academy Championships.
“Academy Off-season” – means the time period after Academy Playoffs and Showcase (unless the team is participating in Academy Championships). Players are released from their current Academy obligations at this time (should a player not be with an Academy Championships team).
“Academy Regular Season” – means the U.S. Soccer Development Academy competition featuring games between DA teams beginning in September and concluding before the Academy Playoffs in June, inclusive of regional and winter Showcases.

Are people getting the point yet? The Revs are poorly run, will warehouse your child for nebulous reasons and then cut anyone, at any time, for any reason.
The development model is pedestrian at best.
They travel like hobos.
They lost 50% of their "residential players" within 2 months of the season opener.
It's a mess and they need to make changes.
