Exactly - pay. MLS clubs don't want to pay to train kids they have no interest in keeping and will only be moving on to college ball.

That's what nearly all pro clubs do, US and abroad. That's why there's no incentive for MLS clubs to keep training older players. They will either jettison them or charge large fees to cover the costs.
