if this club is a repeat offender, why not mention, discuss, or a send tape/video of this behavior to Mass Youth Soccer or another governing body?

Wake up, it is U11, and the ref has to have control of the game PERIOD without idiot parents directing him. If refs had courage to make calls without retribution they would control the tone of the game.
Coaches should be telling their kids to play and parents watch and shut up except for cheering. Coaches that sit idly by are encouraging poor behavior.

I referred the matter the last time to a Maple official that is a friend of mine. Did not make it very far without more proof.

As long as it stops, who cares? It's a problem when the entire game is played like that and the ref does nothing to control the players or the parents (or becomes a puppet to the parents.) Or the coach encourages his players to play dirty.
