Scholarships are non-factor. They are just as likely to be used on retaining top players, or poaching them, then they are to address financial hardship, especially for a kid aged 9-11. Waiting after that to get kids into the game is likely too late.

On the just released ECNL podcast, they had a gentleman on from the UK, that describes program over there. European Champions League academy teams all are organized by school year. He said it only is a slight issue in international play. He also said that the UK has been organized by school year for as long as he can remember...
