"The NDL is a new partner of the DPL that operates in the team vs team space and supports our programming at the DPL Level in conjunction with the Elite Academy League on the boy’s side. For clarification, all 3 leagues will operate independently but will collaborate to maximize the benefit for all involved."

That's not actually what it is. It's just a collaboration between DPL and EA, maybe offering the chance for each to offer more games or events. Not a big deal, but maybe it leads to more over time.
There is a place for more team vs team competition.
"The National Development League is the first of its kind, a national team-based league born out of a vision to bring teams together, creating a cohesive network"
"this enhancement strengthens the DPL without altering the overall structure or intent of the league. It's a groundbreaking collaborative initiative "

grouping member teams/clubs together for the purpose of playing each other in a structured format is generally referred to as a “league”. It can be a league of showcases or a league of weekly matches but it’s still a league.
unless of course this collaboration between the leagues results only in some new showcases/tournaments in which case why bother with a big announcement

There was a separate thread on whether youth soccer in New England could be more stupid. Well, here’s your answer. We don’t need any more mediocre leagues in New England. We need less. Couldn’t be any dumber.

So out of NE DPL conference for next year is NE Surf, RI Surf, NEFC NS. How is this going to be for competitiveness now?

I heard BC United are out of NY clubs division as well. NEFC South coming in previously would seem silly, if now it looks like they fit in with the standard of teams.
