The problem I see is that nobody is policing the refs. Because of this they tend to let things go further than it should.
It's way easier to say nothing than to interject yourself. Why go put of your way to make calls when there's no repercussions for not making calls

There aren't enough refs let alone enough refs to check the refs. Be a part of the solution and become one, or run trainings and mentoring if you're already certified

The remaining refs will need to charge a small fortune to pay for the 'malpractice' insurance, and the insurance adjusters will insist that they call every tiny bump as a foul.

Paying ridiculous money for talented players to learn skills only to have them get bulldozed by an oaf makes no sense.
