You can't define the foul, because it's undefinable. You can only say what the result is. I've seen some absolutely horrific tackles that resulted in nothing. What are you talking about? You kick a player, that is a foul. You punch a player, that is a foul and a red card. You grab a player, foul. You push a player, foul. There is no interpretation, it is in the rules. Now, you step on a player, that is generally a foul, but the severity of the call depends on the intentionality. If you were reckless in your defending and you stepped on a player’s foot as a result, that is a foul and a card.
Depending on the severity of a punch, you can be sanctioned for several games or even for life. But a punch is a foul, there is no “interpretation” about that.
If you have seen “horrific tackles that resulted in nothing,”
If by horrific you mean a reckless and deliberate tackle, no matter the outcome of that tackle, a good ref with show a red card to that player.
This is not about prosecuting someone or something. It is about protecting and encouraging skills over violence. Soccer has rules that should be taught by coaches and followed by them and by refs. Again, this is not hockey or American football, both great sports in their own way.
I really hope you are not a coach because if that is the case, things are worst than I originally thought.
