Since you brought up Australia: They started seeing new cases but jumped on it FAST. Now cases have subsided again and they will probably start easing restrictions. Oh, and by "rise in cases" we're talking about 100 cases a day - when FL (similar size) had thousands a day. FL has had 650K cases and 11K deaths. Australia wins.

Mask inside and outside since April
They were not able to keep the virus in check.

Man can not control a virus
Hawaii’s cases per million are very similar to states without restrictions or mask orders.
