It was always intended to be a 10-month season. In almost every other state in the US, players can opt to play HS as well. Here in CT, this is not possible. Therefore, at OW, this is not possible, unless they waivered a player as they did for the boys and girls Academy programs (which pissed a lot of people off), despite USSF recommendations against doing this. Hence, said waivered player would then have to skip games and practices at OW until their HS season formally ended. This policy has always lead to lots of game rescheduling for OW or playing with kids a year or two down in age (without top players allowed waivers). The bottom line is, you were mistaken when you said GA was never intended to be a 10-month season. It has always been a 10-month season.
