It's called kiddie league that is part of the youth soccer association US Club Soccer.
Anyone can join US Club association as a member club team or participant, it's in their charter and non-profit mission statement, it's why US Soccer allowed them to come into existence as a sister program to USYS. No questions asked, maybe a background check, we hope.
Being new explains quite a bit of your confusion on such mundane matters.

While clubs, DOCs and coaches talk about consolidating talent, they only mean them consolidating talent. Now that there are a number of ECNL clubs in town, they can’t help but bash the concept. They would rather everyone stay local so they can keep their top players and keep with the same old model.
So, DOCs and coaches being the cowards they are, they come here to bash each other.
