Yes, these things make money--there's a reason that clubs like to run tournaments--it brings in cash. (And local teams playing in each others' tourneys is a fine example of you-scratch-my-back-I'll-scratch-yours).
But one Timbers game probably brings in more revenue that all the state leagues and cups for an entire year.

If you can wrap your mind around what some call (the MLS) a complex ponzi-scheme or a bubble and really get a handle on what the MLS is (good luck).
You do realize quickly it doesn't resemble in any fashion our traditional professional american sport league (NBA,NFL & MLB) business structure.
Perhaps you will better understand why a MLS franchisee must seek out other revenue streams, outside the box (OYSA admin) given it's (MLS) restrictive single entity DNA.

No objection to Peregrine making money.
The objection is that the Peregrine/OYSA is a dirty deal: signed by OYSA when they felt "they had a gun to our head" by Gavin (those are OYSA's president's words), through an executive director who was filled with his own conflicts.
Peregrine shouldn't be bullying around local youth organizations. It is unnecessary to build a successful MLS franchise and it is unnecessary to build the Timbers Academy.
This isn't just an ECNL/GDA thing, except that anytime a league or league provider is using it to fund/build their other pseudo-elite programs (whether OPL or OYSA), it muddies the water.
Yes tournaments are set-up that way (no way Crossfire in Washington could fully fund their some of their programs without their big showcase); just no good alternative for summer ball these days.

Who is being bullied? and more importantly how?
US Soccer runs the DA as such, they have no relationship with any USYS or US Club (ecnl) internal league marketing efforts.
Coming up with a theory that Peregrine running OYSA services and using what little profits could be generated in this enterprise enables them (Peregrine) to fund their multi million dollar MLS/NWSL yearly Academies is purely your imagination and nonsensical on so many levels. What proof do you have?
Tourneys are income generators absolutely, guess what many local clubs have 3rd party operators that take a large chunk for running these. Are those 'dirty deals' as well.
You may not like the deal, but the deal is done.

Some members of the former OPL/OPC are blaming OYSA/Timbers for their demise. Fact is the OYSA/Timbers deal was signed while the OPL controlled 99% of Oregon Youth Soccer. The OYSA/Timbers partnership was able move the clubs from the OPL to OYSA in a matter of months. You are blaming someone for out performing you in a business deal.
