Players 7-24 are going to be impacted the most with the substitution rules. Coaches are going to have to manage minutes and once you're out, you're out. Top six impact players will play nearly the whole game if not the whole game. The further down the roster the fewer minutes you'll play.

Their rules per the GDA site are supposed to mimic the boys:

Minimum rosters of 32 is a requirement. 24 pool players though. What can players 25-32+ expect? Are they not permitted to play high school soccer either? Are they permitted to play in other leagues or are they locked in on the GDA roster?

Easy for Thorns to promise roster spots with 32 as their minimum. They have to put 32 down when submitting paperwork (if following the boys rules). I guess we shall see if anyone runs into any issues.

How many players will be on a roster?
As a combined age group, players are encouraged to play up and clubs will have groups of players that they will move up and move freely among age groups within their Academy program. The projected pool would equate to approximately 23 players per age group for a total of 69 full-time players amongst the three age groups (U-14/15, U-16/17, and U-18/19).
