Right but that's not much different than it already was. If you were a top team in the previous OPL and moved to rcl, they still made you start at div 3 and move up. Wa timbers chose this so younger teams could stay more local. Now they can compete in Oregon state cup but still go rcl when they get older. And trust me, if a top wa timbers team starts u14 fall in div 4, it is completely possible that they will be div 2 or div 1 by fall u15. It happens all the time. If you win your first 4 games at div 4 10-0, they will bump you to div 3 mid season. If you are still kicking people's tails they could do it again. Or worst case you win div 3 move up end of season. Then you win in spring and move up again.

And don't forget rcl 2 is a bit like oysa top division. And boys side, top OPL league is worse than rcl 4.

It's all fine for Wa timbers. You can move up quickly in rcl but only if you deserve it.
