Vantucky will hit that number this year
"The RCL shall be for chartered Regional Clubs qualified by the specified criterion of fielding 80% of possible teams in ages U12 through U18 in the RCL and comprised of properly registered youth players affiliated with Washington Youth Soccer Member Associations, provided such Clubs and Associations entering their teams and academies are in good standing with Washington Youth Soccer and that the team is in compliance with and has not violated any of the rules of Washington Youth Soccer."
The minimum to be in "good standing" is "80% of teams from U12 thru U18". WT_FC is nowhere near 20%.

Next year will be tryouts and then equal playing ground.
I think there have been teams that have moved over in past and were left alone that year. Only reason people care now is because team is good. There will be way more difficulty trying to merge now then next year as this is hard on the 11 year old players. Not only switching clubs, having coaching changes, but now let's add bunch of new players to adjust too. Anybody thinking of the players? I am sure the other teams have bonds with their teammates too. You try to change the teams to much too soon and you could see players mentally breaking down. It's u12 soccer not the World Cup .

There are 11 teams that will play in the rcl this coming season which is 22%
