Point of fact - In 2014, a local tournament called Tualatin Hills United Cup, a boys won 22-0. Oh crap, I guess I am wrong, those 3 goals are the difference from a group being blasted for years and a group being "endearing"...
We tried every restriction under the sun and at one point just told our kids to stop scoring. I don't think we tried playing short-handed because goals against actually mattered under that format, but tried just above everything else. Once we stopped trying to score coach on the other team actually complained that it was more demoralizing that way, as the game had evolved into a game of keep-away where the other team never touched it.
Regretted it almost immediately, demoralized kids on the other side, and we got some flack from more experienced coaches when they heard the result . . . would try to do it differently if put in that situation again (the team we were playing should not have been in the flight they were, but that was the tournament's fault noone else's). One of the reason's we regretted it right away is that we actually went into the game angry and ready to make a point - we won every game in the first round, but because of some goofy formatting, our single goal against in another game excluded us from the final. After 10 minutes of playing and scoring at will, we were no longer trying to make a point.
My only point is that I've seen big scores, they probably do deserve scorn, but as grown-ups we have to work on the tournament and league structures to prevent it as much as possible, because you do start reach practical limitations on what coaches can do at some point.
This Pacific thing was 2 years ago and was unfortunate, but they are not the only team to have ever put in the situation and come out not looking great. Might be time to move on.

Just so you actually get something from this, and maybe learn. Running up the score in a youth game would be a spread of 9-10 goals. IF your team is that good it's pretty easy to go to FULL possession, or removing one or even two players from the field. removing them can be done very easily and the other team won't notice.
This isn't a *everybody wins post, but a mercy rule post, rules that are quite common everywhere else. You don't need rules to implement this, just adults with not so common, common sense.
As I said before, please stay on the sidelines cheering for your kids in a positive manner. That's what all the kids need, even the ones on the other team........cause the other team isn't full of Islamic Jihadists, rather it's full of kids you like your team is.
