Players need rest; it's disruptive to the other team (especially if the subbing first-team player gets all the PT and the second-team kids get to ride pine), and just perhaps--maybe the coaches are actually a bit serious when they claim they are focusing on development and not just wins? Generally, guest-playing during league games is best limited to a) not enough players otherwise, or b) needing to replace a keeper who can't play, for whatever reason, and who has no adequate backup.
If Copa TS '02's girls were routinely making guest appearances for '03, the usual suspects would complain loudly, I bet.
