MLS does have rules on how many international slots teams can have, the issue though is teams can trade those slots to other teams so they can add more foreign players. Have an issue, deal with MLS, not Timbers fault for taking advantage of the system.
My issue is the Timbers trading for slots, and then putting out a product that can't even make the playoffs.
