There is NO slap. GW is wrangling up all the players. He has OYSA where he wants em (poor and helpless in the competitive ranks of the state), now he is arranging all the OPL domino's in order to force his doctrines upon them next (See Timbers Alliance).
Soon, Gavin/Timbers will control all of the top of soccer in this state, financially, structurally and collectively. They are already aligning themselves with US Club, next will be a Non-Profit that will manage the Youth side of their organization, then they can make application to become the state office for US Club.
At that point, he [GW] can tell the OPL exactly what they will do and how they will do it. Had the OPC thought this through some before they became a member benefits corp, they too could have headed this direction.
Sure, there will be a board, made up on GW sympathizers and frankly there will be NO members, as they are nor requiring the clubs to "join" the state organization and if you do, you too will have to be a NON Profit (Oppps OPC) He [GW] can then place upon those clubs that want to join the state association that they too must register ALL their players with US Club, much the same as the OYSA bylaws read.
The timbers will then solicit a kick back from US Club for all the registrations that take place in the state and tell them of the great things they are accomplishing in the competitive side of soccer in Oregon/SW Washington and they'll be granted full powers over all that takes place here.

The Timbers youth program is both a necessity (MLS franchise requirement) and a labor of greed as well.
MP has to pay for the DA out of his pocket, so why not find a way to earn some cash while capitalizing on the demand.
Typically in pro sports, the coach is the first to go, then after a couple of them have passed thru the trenches, the GM is asked to leave. So GW has some time yet.
