So, are you saying that OYSA is based on an assumption? The assumption that they serve all of Oregon? If that is the case, giving a club the option to be part of either OYSA or OPL is a good thing. And hopefully they will keep the best interest of the kids in mind when making the choice.
Option:
Why not break Oregon down into into say 6 separate regions.
NW, West Central, SW then NE, East Central and SE. (or 4 = NW,SW, NE & SE) They all have league play to determine who represents from that region. One weekend the 6 (or 4) representing teams meet to determine who, indeed, is the best in the state and will represent Oregon at Regionals. That way you only play teams in your region and don't have to travel extensively unless you sign up for a tournament or or have friendlies or whatever. Then, the only traveling you would HAVE to do as a team would be to the 6 (or 4) team play-off to determine an actual state champion.
