So they can fulfill their obligation by spending a relatively small amount of money. Even if they would have received free access to the fields, the programs they were proposing were a relatively expensive way for them to do the outreach. But because the programs they were proposing involved repetitive contact with the same kids, they had potential to actually make a difference.
