Yes talent dictates A team. Just that the left overs will certainly move elsewhere. The clubs and league know this, so they're avoiding creating that situation. They know their business model and what people are willing to pay so much money and time for.

the leftovers can stay right where they are on the ECNL team or NPL team or whatever on age team their club runs. They dont have to leave. They are not guaranteed to make an A team elsewhere. Its telling that the current culture is not to battle and improve for a spot on the top team.

IMHO, the only solutions will come from financial incentives. Period. Right now, it looks the way it does because of the financial incentives.

Why dont clubs do it right now then and create this super team to be a draw for the club? You know why? Because even if the club wanted to do it, the players dont have to cooperate. They pay for this. If the club paid the players, they can tell the what to do. But it is the player's families that pay.

OK. good. The incentive to do it is already in existence then. There is no PDA type club available on LI. But for NJ players, super teams are there for those with the money and talent.
