Not a very smart thing to do when they should be doing everything they can to keep their players-especially with such competition in their back yard.
Ii find its best to be as even handed as possible, except when you have a truly gifted athlete, that needs to play up. But this should be examined every year as girls develop differently through puberty.
If families feel that teams have an in group that gets different privileges' by DOC or coaches, that are not necessarily based on merit, they will flee from mediocre clubs as soon as the season is over.

1: You are "top", and believe that another club will offer you a better challenge or better showcasing.
2: You are "not top", and are struggling to improve and to get play minutes on your team.
Every club owner and every DOC is fully aware of these conditions. Hence, their job is to convince:
1: Part of the "top" that they can still develop (better than elsewhere) and the kid will be showcased (perhaps via inclusion to ID2 or National Team like events)
2: Part of the "bottom" that perhaps there is a better option to develop within the club, or if the person is leaving, not to be a disgruntled quitter.
There are so many right conditions to leave the team and there are also plenty of wrong ones. Sometimes, it may be to your benefit to call the DOC/Owner and discuss your situation.

Sometimes it's not unrealistic parents, it's ******* coaches that need to justify their decisions and biases by lying and avoiding you. My daughter was treated like **** after I had the nerve to ask polite questions about her placement.
