good players get scouted, that’s literally how it works, yes the mediocre players might get a lucky break and warm the bench at a college, but at the end of the day the best players, no matter what league they play in will get picked up and noticed, especially now with all the technology and information. Kids winning national championships at u16 in any level of league will get a look! Kids finishing 6th in any league won’t, that’s literally how it works!!
But to answer your question, the MLS Next teams are going to be getting stronger because at this age people are willing to travel further differences for their children. The MLS next rosters (as are FA) are now pulling kids from up to 2 hour car rides away (crazy) instead of just maybe 45 minute to an hour away. Their radius of where they have players coming from has increased, so the pool of players and ideally the talent level will increase. Yes, the stronger players from the MLS Next teams may get bumped up to Red Bull/NYCFC/Philly Union but those MLS clubs will also be cutting players at very similar levels. Those kids will fill in empty spots on the MLS Next clubs. FA will also lose players to Red Bull like they did last year. 3 from their team did not stay last year like you are saying everyone will this year. If an MLS club comes calling for a player on the 2010 or 2011 team, they will go.
I disagree with your idea that the best players from any league will get picked/looked at. Ideally that's how it should be, but that isn't how reality works. dumb, I agree. There is so only so much time to look at film and games for college coaches. They are focusing on the largest group with the overall highest quality, not one team in a league playing lesser talent. Will they miss out on some great player, of course. Also, teams finishing 6th wont get looks as you say, that is completely wrong. The top colleges are paying attention to the MLS next league and the ECNL league. Will someone from outside those league maybe have a shot? probably. but it will be much harder for them since no one is paying attention.
Do research and look at the roster make up of college division 1 programs. easy example in Rutgers in NJ. They won the big 10 Championship this year and qualified for the NCAA tournament.

first part 18 internationals, so our take is why do we bother with any of these systems with our kids when there is only 33% of space for them on these teams?
I am pretty sure us soccer just released that 58% of the currents men team came through the USYS System, listed the players and what usys programs they played in! So I guess you are right, only what would have been DA and ECNL kids get looks. If you are good enough, you will be seen, this isn’t 20 years ago when you had to physically see a player. The fact we know about talent world wide at young age groups tells you the power of technology. Or the fact everyone on here, know all scores, kids names, who is good and not and how the whole system works, despite us all just being dads who never played at these levels or coached, myself included.

There is nothing wrong with moving through the FA program U12 and under, but just recognize that the aspects that made these teams great are just completely unavailable after that. The NJ MLS Next teams and some of the ECNL teams are middling u13, but that is because they are just forming the basis for their teams with new kids. They aren't developing much u12 and under. I don't think anyone believes that. Red Bulls literally never develops anything. Unfortunately (I think 99% of people hate the youth soccer system) though, you will need to move to one of these clubs to keep pushing your child with the best competition.

Keep your kid in the environment they are developing in. Clubs with statuses are not getting or developing talent anymore and they are getting found out. Because the club they are at cannot develop players but instead rely on recruiting new talent due to a hand shake made years ago to the boys club as this will bring us new players in. When the time is right go to an MLS Academy, why go now to another MLS next team to be another number or to say my kid played in the MLS next when he was 12/13/14. Driving to Virginia/Boston for 1 game is just insane for a kid at these ages. Remember you are replaceable and when the RB cuts come which happen every year you will be replaced. All that Travel to just be replaced when the next best thing comes through the door !

So you may think your kids is a star killing it but in reality his level will drop playing that type of competition. Look at the FA 2010s, they are not even the top team in USYS and they aren't playing against top teams.
