    At what age should Law 13.3 be enforced?

    As we all know, according to fifa law 13 section 3, “… an opponent who deliberately prevents a free kick being taken quickly MUST be cautioned for delaying the restart of play”.

    So many games I see someone run up to the ball and stand directly in front of it. It is just poor sportsmanship taught by bad coaches. I understand kids are taught to do this at a young age, but at some point the rules have to be enforced, right? I would think at U11 and U12 you should just tell them not to do it, but I think cards should come out at U13 or U14

    I guess some people don’t really care about the rules, but they are there for a reason.

      Deliberately blocking a free kick after the ref walks off 10yrds is a yellow card.

              Based on the laws of the game, should it be a caution? Yes, but unfortunately it rarely happens to result in a caution. Referees have to follow the laws of the game, but they also use discretion.

                  Many clubs teach this tactic in the 9-13 year age range when some teams are just better coached as a whole and can get set up and go quickly. A poorly coached team will use this to slow it down because they have 1 or 2 players who understand the game a little better. I don't see it much at older ages, but I see it all the time for younger kids.

                  With that being said its a discretionary call. If the ref does not walk off the 10 and the opponent stands close the player needs to ask for their 10. If the opponent than moves inside the walked off 10, I'd say it's a warning and then a yellow if repeated.

                    It is called game management.

                    If you don't like it... take a quicker free kick.

                    And yes - unless the rule is changed... the kicking team has to ask for 10 yards which is then counted off by the ref. Until then the player may stand wherever they want.

                      No, the rule has changed a few years back. Any attempt to slow play down by standing in front of a restart, vs. immediately backing off, is a card.

                        3. Offences and sanctions

                        If, when a free kick is taken, an opponent is closer to the ball than the required distance, the kick is retaken unless the advantage can be applied; but if a player takes a free kick quickly and an opponent who is less than 9.15 m (10 yds) from the ball intercepts it, the referee allows play to continue. However, an opponent who deliberately prevents a free kick being taken quickly must be cautioned for delaying the restart of play.

                          NO, NO, NO

                          You do NOT have to ask for 10 yards, the other team HAS to give 10 yards automatically. Should be a yellow if someone runs right up to the ball to stop play. No different than just kicking it away from the other team to delay a restart

                          Yea, poorly coached teams do this. And they really get pissed when the attacking team takes the kick, it goes out of bounds and I award a re-kick for breaking the rules

                            Let me guess - You grew up playing on your town's "A team," maxing out around age 13, watch the Premier on Peacock, and think you know better than every coach and ref?

                            You probably yell "offsides" too, while throwing your arm up in the air.

                              This is happening so often in my daughter's U12 pre-ECNL level games, but unfortunately the refs don't even know the rules. The second someone yells out "ASK FOR 10" we just say 13.3 or you don't have to ask and it falls on deaf ears. Wish we had you as the ref.
