Full disclosure: I am an ex-NWC parent/current GPS NH parent so I have had recent experience with both organizations in recent years. Depending on the playing objectives of a given family/player, I would still recommend playing at both clubs.
There seems to be a fair amount of misinformation on this thread, so thought I'd call out a two key non-qualifying obstacles that appear to be keeping NWC from joining the NEP.
MINIMUM STANDARDS FOR COACHES AND FACILITIES
Adequate & club-operated facilities are a pre-requisite for consideration for admission to NEP. The key issue for NWC on this front is that they are at the mercy of the City of Nashua's Parks & Rec Dept in terms of availability of the fields - including how early in the season they can access the fields, rain cancellations are made by the city, not the club, etc. Additionally - their fields are public lands open to anyone - and as such get destroyed as anyone who has played a game vs NWC in the last 10 years can tell you.
RECOMMENDED PLAYING TIMES FOR PLAYERS/US SOCCER RECOMMENDED SUBSTITUTION RULES
NEP clubs are required to follow age-specific playing time guidelines to ensure player development is given priority over winning games/tournaments (logic being that developing strong players results in strong teams that leads to winning games/tournaments). While there are certainly NWC coaches that adopt this approach - a there are unfortunately some that just don't. This may be an acceptable approach at older ages, but watching some coaches play a stronger player for 50 minutes while others play for 10 or 15 because they don't want to lose a U11 NHSL game is not optimal.
While the overall development philosophy that is a driving theme for NEP and its clubs is something that could be deployed at NWC, the field/complex issue appears to be the primary obstacle for NWC to be considered for admission into NEP: the point being that it is not merely "political reasons" that are keeping NWC out of the NEP at this point.
