Really, that is your question! I guess I'll bite on this.
There are very few good teams in NH and those that are play in NEP and to some extent MAPLE. Any teams that are any good are already in NEP.
There seem to be strong teams GPS,Seacoast, Tosh Farrell, World Cup in the NH league but
what prevents them from being in NEP or Maple. I know GPS and Seacoast have a presence in those leagues but why some and not other teams.
Just curious why the NH Soccer League does not seem to be a competitive one.
why don't the club teams in this league move to NEP league
The NHSL is more suited for town or weaker club teams. It is a good league for third or fourth-tier teams, but there is not enough competition for first or even second-tier teams. That is why the stronger teams play in NEP and Maple. Overall, New Hampshire does not have enough really strong teams to comprise a NH-only league that is is higher caliber.

Most teams in NHSL do not have the coaching requirement for them to even apply to NEP. Clubs are volunteer work, mostly if not all parent coaches with state licenses, non have any nationally accredited coaching certificates.
Other than the big clubs, GPS, WC, Lightning, Seacoast which have Director of Coaching with credentials these little clubs could not make it in to NEP, unless one of the big clubs like GPS mergers with them. That could get them around the coaching issue and into NEP.
Which is what is happening in NH with GPS and Seacoast. Thier mergers are taking the majority of the competition out of NH and moving it to NEP. Leaving less and less clubs and teams playing in NH.
This is quite the accomplishment for GPS and Seacoast since they were part of the architects for NEP. Merge with these smaller clubs, give them the promise of premier training and competition, put them into NEP Championship level (which has very weak teams in them) and rake in all the money, not only from the clubs but the league as well.
NH is really turning into an extention of the big clubs and the small town clubs leftout are playing in NHSL with little real competition. There really is no grand plan here from US Soccer to promote not only premier level leagues but recreational or mid level travel leagues that each state can sustain and develop players.
NHSL will be insignificant when it comes to player development and every club will be clammering to sign up with a big club to help retain their players to stay relavent.
This is a true crisis that will eventually breakdown soccer in NH to a point where it will not exist on a competitive level.

so what happens to the tosh farrell and world cup clubs for competition levels is there an alternative for the smaller clubs

My guess, WC joins NEP and JF goes to MAPLE. Smaller clubs will stay with NHSL as they don't have the coaching credentials or the tournament/state cup wins to be recognized by NEP. There will be no alternative, NHSL is destined to be insignificant.

I dint think wc can get into nep. Teams must get voted in and I doubt seacoast and gps would allow it.

World Cup is better off staying in Maple anyway- you know, a league where performance, rather than elitist politics, dictates entrance and division. Must be voted in by competitors? Get real!!

Of course not! The cost difference between WC and the bigger all-about-money clubs is staggering. GPS and SUSC have every reason to shun WC, who offers at least comparable coaching for WAY less!!

So how much is way less? And at what age groups? I have always wondered about this as Seacoast seems to set the bar at almost double the rates that I have been told for GPS and World Cup. What is World Cup's "all in" cost meaning fall season/winter training/spring season/full uniform/tournaments etc?

This comment only shows how little insight you have about this situation. Stay in NHSL and you will become insignificant in the long run.
