I don't know, maybe has something to do with the pandemic? Maybe because it's dangerous to be in crowded indoor spaces, the lines will naturally move a lot slower, there will be far less voting locations (like happened just recently) thus increasing wait time and exposure, we will be in the middle of flu season and there will not be a vaccine for corona (a double whammy). The goal is to allow citizens to vote without fear of dying.

Why does that confuse you? Is it because of what Trump said about republicans not having a chance if people are allowed to vote by mail like, say, full red Montana? According to Trump:
