Whatever his issues with Scarborough, President Trump's crazed Twitter rant on this subject was vile and unworthy of his office. Some will undoubtedly shrug it off as Trump being Trump, but one could hardly be blamed for reading it and doubting his fitness to lead.
To say Trump owes Scarborough an apology is to put it mildly. But in the end, Scarborough won't be the one hurt by this. Against a weak opponent, Trump somehow managed in 2016 to win despite carrying on with sad, deluded conspiracy theories about Sen. Ted Cruz's father being involved in the assassination of John F. Kennedy. Against a less reviled opponent, he may not be so lucky in 2020.
And observers might even someday look back at this incident as the instant when things began to unravel.

-Urging a reporter to take off his face mask.
-Making fun of Biden for wearing face mask as required by Delaware law and as recommended by Trump's own Surgeon General.
-Threatening to shut down social media companies who dare question his lies.
-Flat out lying to the American public over and over again about voter fraud through mail-in ballots. Florida does it. Texas does it. No study has found any type of fraud that Trump suggests. None.
None of those are personal actions. Just imagine if Obama accused Gowdy of murdering a former staffer and urging an investigation. Just imagine how outrageous that would be without any facts and with the dead staffer's family pleading for Obama to stop. That's the president of the United States whose "personal actions" you wholeheartedly support. And you try to justify it over and over.

Side note, the voter ballot issue actually has two sides to the story so he is welcome to present his- hell, even Nadler admitted it. WSJ reported the same in April:
