Plus, does anyone really think a wall will cost $5B? Last year it cost $20B (the offer Trump turned down because he wouldn't give Dems DACA). Government projects never, ever, ever go DOWN in cost or come in on budget. The costs alone of purchasing land could run easily run $5B. Landowners will keep it tied up in court for years. Hiring more agents is something they can do NOW.
BTW walls allow manpower to be used more efficiently and very definitely result in more efficient use of funds once built.
