    Cybersecurity advisers to former President Barack Obama are backing President Donald Trump’s first foray into cybersecurity policy.

    A draft executive order obtained by the Washington Post shows that the White House will soon call for an extensive review of U.S. cyber vulnerabilities and capabilities. The proposed order also suggests that the Trump administration may consider reorganizing the defensive cyber responsibilities currently split between the Homeland Security Department and Defense Department.



    Trump Administration Plans a New Cybersecurity Strategy

    The Trump administration is planning to write a new cybersecurity strategy, White House Homeland Security Adviser Tom Bossert said Tuesday, suggesting that the slew of Obama-era cyber plans and strategies are fast outliving their usefulness.

    There’s no timeframe for when the strategy will launch, Bossert told reporters, but it will follow the broad outlines of a cybersecurity executive order President Donald Trump released in May.

          Where’s the cyber money for fiscal 2018?

          DHS’s National Protection and Programs Directorate budget requests $1 billion for cybersecurity spending. Of that, $279 million would go toward NPPD’s Continuous Diagnostics and Mitigation program, $397 million for the National Cybersecurity Protection System called EINSTEIN, and $236 million for the National Cybersecurity and Communications Integration Center.

          DHS also categorizes its budget by its missions, one of which happens to be to “Safeguard and Secure Cyberspace,” making it possible to identify how much money each agency expects to spend on cybersecurity in fiscal 2018. The breakdown is as follows:

          NPPD: $1.16 billion
          Immigration and Customs Enforcement: $184.31 million
          U.S. Secret Service: $67.02 million
          Science and Technology: $58.25 million
          Federal Law Enforcement Training Center: $1.37 million

          The Department of Justice’s Federal Bureau of Investigation requested $537.9 million for its Cybersecurity Program in fiscal 2018, an increase of $17.1 million from fiscal 2017. The Defense Department’s Cyber Command budget request for fiscal 2018 is $647 million, a 16 percent increase from fiscal 2017 that will help pay to elevate CYBERCOM to an independent command.

          The CNAP recommended an IT modernization fund of $3.1 billion that would be allocated to agencies that require assistance modernizing their IT systems. However, the General Services Administration requested much less — $228 million in FY 2018 — for an IT modernization fund.

          Energy requested $284 million to secure DOE networks through infrastructure modernization and enhanced cybersecurity.

          Health and Human Services’ budget requests $72 million for its agency cybersecurity program.

          State’s budget includes $200 million for improving its cybersecurity through hardened networks.

          Transportation includes $10 million for cybersecurity initiatives, including identifying and addressing risks through reporting and continuous monitoring.

          Treasury requests $27.3 million for cybersecurity enhancement.
          Veterans Affairs seeks $340 million for information security.
