I once testified in a federal proceeding as a fact witness. The Feds were suing people at a company for ...crimes. i was deposed in order to establish certain facts and to present documentation about how things were handled in my department because it bore on larger suit.
There was never a single allegation of wrongdoing and they feds were quite polite and professional about it all.

An immunity agreement was proffered. Its done to facilitate the cooperation of material witnesses. its stressful testifying in a large complex case like that.

SO based on that anecdotal experience i can categorically say that where there is smoke there is not fire. I was not able to testify about any of the fire or smoking guns. merely to establish normal procedures at company.
