They weren't in a downward trend when they started in May, unlike NY which was in a definitely downward side. So was CT and MA. Those states have kept # down. GA, FL, AZ and other states reopened early and like CA hadn't seen a downward trend.
Partway down this piece you can look at when states started reopening and when their cases started to build. You can see that sometimes it takes awhile for case numbers to start building to a critical mass.
