They couldn't testify because Trump wouldn't let them. No way they'd disobey him. They were either blindly loyal to Trump or too afraid they'd get caught lying - or both. Make up a blanket executive privilege, call the process a complete joke and let it play out in courts for years. I would have known whether it was a complete joke if I heard testimony from Trump and his cabinet about the topic.
